Solution:

Step 1: Note the order of operations.

Parentheses
Exponents
Multiplication
Division
Addition
Subtraction

Step 2: Apply the order of operations. Here we have parentheses first.
2 × (-3)² + 8 ÷ 2³ , then exponents,
2 × 9 + 8 ÷ 8, then multiplication,
18 + 8 ÷ 8, then division,
18 + 1, then addition,
19.
